Once low-level corruption vanishes from day to day life people become much less tolerant of it at higher levels. <br /><br />For example, there is a ton of corruption in American politics, but at least every time a scandal breaks, there's a hue & cry & someone has to resign, unlike India. The difference is that corruption is not thought of as normal. <br /><br />So yay for India! It always takes something else, because they can just wear a conventional force down. & <br />2. you can't win a war if you fight it half-heartedly. Conventional forces are designed for total war. It's what they know how to do. For all my free-market leanings, those businesses are just too much to swallow -- I think the negative externalities are sufficiently high that some regulation is called for.<br /><br />To my mind an ideal financial institution would combine microsavings, microcredit, & mini-venture capital. Literally a co-op bank or credit union type place, with seed money from development agencies & NGOs. Certainly it should aim to be profitable.
